Emergency Preparedness Organizations

ORG5001
This course provides insight into regional, national and international emergency response systems including its regulative frameworks, aims and functions. This course focuses on organization of and resource configuration in different types of preparedness systems and how they are adapted to their operational contexts, including new threat pictures. We elaborate on coordination mechanisms binding the systems together at different levels. Competence resources and especially the enhancement of collaborative skills are highlighted. We elaborate on organizational learning and competence plans. The students take part in table-top and simulator-based exercises at NORDLAB- Nord university’s preparedness management laboratory.

Students have

  • Thorough knowledge on how different emergency preparedness systems are organized and collaborate
  • Knowledge and understanding of the critical factors influencing emergency response organization
  • Advanced knowledge about theoretical approaches for studying emergency preparedness organizing processes, organizational learning and strategic competence management
  • Knowledge about the importance of competence development for the achievement of the organization’s strategic objectives.

Skills

Students

  • Are able to analyze the functionality of different types of incident emergency preparedness systems based on different theoretical approaches 
  • Are able to utilize analytical models on practical  problems within organization system development and strategic competence management for emergency preparedness. 
  • Are able to plan, arrange and evaluate different training approaches and exercises aiming at competence development

General competences

Students

  • Are able to assess different academic approaches on emergency preparedness organization for crisis response
  • Are able to acquire and learn from research literature within system and organization theory, learning and competence development theory of relevance for emergency preparedness organizations and systems
  • Are able to work independently and with others on the course's topics in emergency response, organizational learning and evaluation.
Costs for semester registration and course litterature apply
Mandatory
Lectures, work in groups, self-study and exercise in simulator lab.
Evaluation using mid-term and final surveys. Students are also encouraged to participate in the central quality surveys.
