Current research explores how teacher leaders can act as agents of change in school-based professional development. The project examines a municipal program in Norway, where selected teachers take on leadership responsibilities alongside teaching. It investigates what supports or holds back these teachers in strengthening collective professional learning at the school level. The research uses a qualitative case study design, combining document analysis, participant observation, and focus groups.
